Advice for Implied Consent Hearing and DUII in Oregon?

I was not driving my vehicle. My engine was off, however I was in the drivers seat and my keys were in the ignition. I had the radio on but again my engine was off. How can I get a DUII if I was not "Driving" and did not plan on driving, but simply waiting in my warm and safe car for my friend to pick me up? I took the Field Sobriety tests but refused to take the breath test. I never drove, I wasn't planning on driving but still got arrested for DUII. I don't agree with drunks that get on the raod and endanger individuals, but I was resposible enough to not drive and call a friend for a ride home. I only had ONE drink, (which the officer confirmed with the bartender) and still would not drive. Do I have a chance at fighting this? I am unemployed and cannot afford an attorney. Any advice would be greatly appreciated.
